Jeb was 'the chosen one' before Dubbya. It was only after W was governor of Texas that people started talking about GWB for President. Jeb has been in the pipeline longer.
I kinda doubt he'll ever get beyond the primaries though - 3 from one immediate family would be a bit much. And a 2008 campaign would only be to make a point, he couldn't possibly hope to win. Still, Jeb's pretty tolerable, as politicans go.
