A t1 is 1500 up and down, so yeah, that's not bad. However those tests are not exactlly reliable. (I have a whole speech about that, that I use at work almost every day)

Latency = delay, measured in milliseconds.

My Guess would be Gus is connected from a T3 pipe, but one that is either heavily used, or is tiered down to a fraction of it's physical potential.

Actual Enterprise/Business class connections should have the same up/down speed. Seeing as not one of those results is identical, that would be part of my argument about them not being accurate.

i work for PEPCO who set up a lot of the fiber optic and wire for the internet around the dc/md area. i don't know what you'd call the connection PEPCO has to the net, someone i know referred to it as a backbone connection once, if that makes any sense.
i had to the do the little test to see what the results would be. i'll do it again when i get home and there will be a big difference sine i only have a cable connection at home.

backbone just refers to the use of the circuit - meaning it's part of the backbone of pepco's network, if you've laid down fiber optic in the area, and you're connected to the backbone, i'd guess that it's a heavily used Fast-E connection (100mbps) - that's probably what's run through your building, then it's carried over larger volume fiber optic circuits

and pete - those damn speed tests are the bain of customer supports life here - idiots think becuase they buy a gig-e circuit they should be able to get a gig speed on those damn tests (running 1 at a time off a windows machines) - idiots
